Catholic University Our Lady of Good Counsel operates as an established private university which has its main campus in Tirana and its secondary campus in Elbasan, Albania. The university built its international profile through its exclusive academic agreement with major Italian universities which enables it to award dual degrees that are recognized in both Italy and Albania. The university operates under the inspiring motto "Renovabitur Sicut Aquilae" (Your youth will be renewed like the eagles) and is situated on a modern urban campus that integrates academic facilities with a specialized University Health Complex. The institution creates a professional atmosphere which develops moral character through its Catholic social teaching framework that admits students from different cultural backgrounds.

The university traces its roots to the Albanian post-communist transformation that began with the establishment of Our Lady of Good Counsel Foundation which Pope John Paul II and Mother Teresa supported. The Foundation established the institution together with the Congregation of the Sons of the Immaculate Conception on August 27 2004 after the country reached political stability. The Albanian higher education sector saw its first private educational institution establish itself to train professionals who could fulfill European standards. The university built its Catholic University status after 2011 when it achieved full institutional accreditation together with all its academic programs.
