No, the GRE is not mandatory for all Master's programs in the USA. Many universities have made the GRE optional or have completely waived it, especially after recent changes in graduate admissions. However, some competitive programs and certain universities still require GRE scores.
If the GRE is optional, applying without it usually does not disadvantage you if you have a strong academic record, relevant research or work experience, excellent letters of recommendation, and a compelling statement of purpose (SOP).
