However, there are some notable regional and financial exceptions. There are semester fees, which aren't a tuition charge but covers administration and transit. In Baden-Württemberg, some universities charge a non-domestic / non-EU student fee, but they remain tuition-free for domestic and EU students. Also, Proof of financial self-sufficiency via a blocked account (Sperrkonto) is required for non-EU visa applicants, set at roughly €11,904 per year.
