The fertile ground for BIAM Foundation's establishment was laid by the Bangladesh Administrative Service Association (BASA). Recognizing the need for a dedicated training institute to cater to the burgeoning requirements of the Bangladesh Civil Service (BCS) cadre, BASA envisioned a space where administrative skills could be honed and expertise nurtured.

Thus, in 1991, BIAM was born, initially functioning as an institute under the auspices of BASA.
